I'm afraid this one doesn't work the way I do. Having separate settings for the Finder and for other apps is just confusing.
Also— maybe something else I had installed was interfering— but apps wouldn't instantly 'take' the keybindings I applied. This hasn't happened with competing window managers.

Is it possible you've run afoul of Gatekeeper? System Preferences > Security & Privacy > General lets you specify if the system should allow apps to run that are only from the App Store, from the App Store & identified developers, or from anywhere. If so you can either tweak that setting or right-click/ctrl-click on the app and select Open from the contextual menu that pops up, then Open again from the window that pops up.

Gate keeper is set to anywhere. Should not be a problem.

Works great. I couldn't see some apps that were still thinking they were attached to my external (secondary) monitor. Installed Arranger and opened the "missing" application and clicked Arranger /Application/Left and now I see it on my left hand (built in LCD) screen. Awesome program!
