PropEdit was the most polished and feature-rich. A great tool for the job.
Of the other options, all are free. Sandbox was almost as feature rich, although not as simple to use, as PropEdit.
If you don't mind spending $5 for a permission/flag/ACL editor, go with PropEdit. If you want something free to do the same thing, I'd suggest SandBox.
