Ultimate DVD Player will playback DVD video discs and will allow you to change the speed (50% - 150%) and pitch (+/- 2 semitones). And yes, it will slow down the video as well. Great for checking out music DVD's! Also allows you to set loop points, bookmarks, and many other usefull things.

May be some body not know that you can use VLC for free to slow down the video and audio, just press Cmd + -.

I've got an old APEX DVD player that will do this, and it's all hardware. And it cost $60 (over 4 years ago). For $50 I would certainly hope the software would do a lot more things than just speed up or slow down video while compensating audio... and things every other free player already does...
So does it?
Like ignoring prohibited functions (UOPs), ignoring region codes, doing this with Blu-Ray discs, single frame forward and reverse, easy still capture, streaming capture, segment capture, post processing of video and audio, full compatibility with multi-channel audio cards, etc....
