Q: So whats this all about ?

A: This means that you design your application using just one engine platform, and then deploy your application, and the user of your application can plugin new algorithms at later time. This is expesially useful as residents of the US may not distrubute strong encryption out of the US. Now they can deploy the app with a weak encryption and their users will be able to download for free a strong encryption algorithms right here from us (in Europe) and plug it in. So your application can support many encryption algoritms at the same time without you having to talk to different interfaces or worry about export laws.
