I did some intuitive experimenting and found out that the file has the wrong extension.
It is not an HTML file - the extension it is given when you download it as a link.
It is not a zip file - an preextension if you down load it as a link.
It is in fact a sit file.
To download it:
Control-Click on the file and download it as a link.
Edit the title to all_quickpicks.sit
Double-click on it to unstuff it (Stuffit Expander required).
That's it.

These are great! I hope to see developers start include quick picks with their apps, but thanks for making these available in the meantime.

FYI, these are placed in /Library/Application Support/Backup/QuickPicks (that's the main Library, not the user Library). They will show up under the QuickPicks tab for backup settings next time you start Backup.
If that doesn't work, click on the "More Information" link under the download link to go to the developer's site. There try the Control + click on the software's link to do a "Save link...". That worked for me.
I don't know why and it's the only package from macUpdate which I have troubles with. I cannot download it as it must be (a .zip file), I download in text mode, even if I control+clic to choose download link, but it downloads html and rename it later neither works.
