Mainly what you are asking for is like an 'Add Program' button in Finder, download, uncompress and install an application. Not easily done.
Now Safari does this for you with widgets, and already a lot of people are concerned of this feature, downloading and running an application like opening a webpage.
Remains the value: preview a widget without Dashboard, on-screen widgets easily done, remove widgets without opening /System/Library/Widgets,
relaunching the Dock, twin detection and more?
I think, it is not that bad.

Text: red bold font indicates twin, gray italic removed Widget.
I am sorry about the rush, the next version will get help, but in the case of the new Widgets and the discussions around them, especially their access capabilities, my opinion was ( and still is) to release it anyway.
