Popup Dock is an application designed to work as an extension of the Dock. Instead of cluttering up the dock with every item you want quick access to you can use Popup Dock for most of them and leave the dock for the few items you use all the time. Popup Dock also includes built in support for executing AppleScripts.

Just like DropDrawer, Sumi, or DragThing, but it will not show one the dock or application switching panel. That's a good point. The interface design is much more OSX-like, lookes better than other similar apps. But it should use ctrl-click on the border region to bring up preference dialog box and quick setup, like iCan or YouControl did, rather than installing a system-wide preference panel. And it should provide options to let use quit Popup Dock -- now it can quit only from Activity Monitor or Terminal.
