Archiving an IMAP account mailbox to an "On My Mac" folder does not include ALL attachments. Very unrealiable and frustrating process for anyone who wants to preserve all past emails as they were sent and received!

I've been a long time Mail user but I recently discovered that it loses sent mails from time to time...
The Console shows: "Error (null) occurred while trying to append messages to outgoing store. Ignoring and proceeding with delivery"
Searching for the error on the web, it seems this is a bug going on since OS 10.5 and that it's still alive in 10.9!
The sent mail containing an attachment is sent properly but is not stored on the server (if you chose this option).
According to this thread https://discussions.apple.com/thread/3065096?start=30&tstart=0 (see post 3 on that page), it's a reaction from the mail server to the "non-standard or erroneous commands" sent by the OS or Mail app.
As many of us don't check our sent folder after each mail, and that it happens only "once in a while", it's easy that you had this error too, since years, without noticing it...
So, if you want to keep your sent mails, check your Sent folder after sending an attachment, you might be surprised. ;-)
To be sure it's not some other problem, first look in the Console if you see the error, otherwise try some workaround you'll find on the web, such as rebuilding mailboxes.
I don't know if it afflicts Gmail too, but just in case... ;-)

This updater breaks GPG Mail. Going to the GPG blog they say to reinstall GPG Suite and restart the computer. That did not work for me.

Turns out you download PGP Mail 2.1 on MacUpdate and install while Mail.app is off. Then restart your computer. After it restarts open Mail and check Mail preferences. GPG is back.

However, if you click on "Updates Check Now," a newer version of GPG Mail 2.1 is available (Build 601). It installs within Maill.app. I restarted my computer again and everything seems good again.

I'm bit confused. Why is this update not available on the App Store? Is it safe to download and install?

It seems that there is still no POP3 support in this 'update' -- in fact, I notice nothing about it compared with the original -- all of my old smart folders in Mail under 10.7.5 are still lost, and I'm unable to configure them.

So -- where's the improvement? Am I missing something?

Not sure what you mean. I have 8 POP3 email accounts set up in Mail + my iCloud IMAP account.
I do, however, have a problem that Mail quits when I try to search the Junk folder for something.

Same as Tim27. I have defined several smart folders linked to POP3 accounts since years and I've noticed no changes in the behaviour at all throughout Snow Lion, Mountain Lion and Mavericks. They all work seamlessly as expected....

The quick fix for these broken mail plugins is to download and run MailPluginFix...
