jPDFNotes gets high marks from me because it is a self contained component that requires no extra software, and that is designed to let developers add interaction with PDFs to our applications, without having to learn PDF and without having to write the user interactions. Having all of the output from user markups result in standard PDF that is readable by any PDF reader is very useful for every organization - we all have to interact and share information with the outside world these days.

3k dollars for this and no screenshots? That's a no-brainer, I'm buying. Half-start for that rip-off. Get Calibre or FormulatePro if you need to edit forms in PDFs.
