The AppleShare IP Registry looks in the Users & Groups Data File for the application to launch in order to start the Web & File server. When a previous version of AppleShare IP is upgraded to AppleShare IP 6.3, the AppleShare IP Registry could no longer find the correct application to launch, and thus the Web & File server couldn't start up at system startup time. The AppleShare IP Registry 6.3.1 update fixes this problem by updating the entry in the Users & Groups Data File.
