STRAYCAT98  why is this not included as a software update from apple, i would not install this third party software

MACUPDATE ADMIN  It is not included in Software Update from Apple, because Apple released an update for Daylight Savings that does not work on any version of OS X earlier than 10.3.9.

So, a third party developer stepped up and provided a fix for other people running earlier OS X versions.
