Regarding the "Dismiss" button, when an alarm or timer completes, the sheet that dropped down has been removed due to it being an obstruction to linked alarms/timers or alarms/timers that are running. In its place, there are alternative ways of seeing which alarm/timer completed.

About the AppleScript option, you can type up a script in Apple's ScriptEditor and compile it as an application. You can then point the script's location to Timer Utility in the "Open file.." or "Launch app.." actions.

Regarding the position of the Segmented Bar, I don't see the relevance of raising its height by the amount you suggested.
