NTSC Specifications for SD Video has pixels at a ratio of 1.1:1 vertical to horizontal (CCITT 601 July 1946)thus giving an appearance of 4:3 while maintaining an actual 3:2 ratio.
Anamorphic DVD are 854x480 as per specification (IEEE 3884-September 1991 & ISO 6018 - 1992)
This program has been pretty much useless since the first release of 0.0.9s. It forces video to be either a 4:3 aspect ratio (DVD video is 720x480, a 3:2 aspect) or letterboxed 16:9 (it won't do the 854x480 of true anamorphic 16:9 used in DVDs). Normal video needs a padding around the picture for the overscan area otherwise you run the risk of losing subtitles and such off the top/bottom/sides of the picture when played even on modern digital televisions (its part of the NTSC specification). This program overrides the padding to its own limited viewpoint.
