It keeps failing for me with these settings:

Frame Rate: Current
Key Frames: Auto
Compressor Quality: Best
Encoding: Multi-pass
Data Rate: 200 kbits/s

Options:
Adaptive B-Frames ON
Deblocking Filter ON (Middle)
Chroma Motion Est. ON
