You're right, I forgot about the missing cmd-x. The reason Apple isn't allowing this feature is the time between cut & paste. If you "cut" a folder where is it gone? Nowhere. You still can write to this folder. Also while pasting this folder it still exist in the former place.
And command-moving is necessary for moving file(s) between different volumes. Standard behaviour is copying between volumes and moving on the same drive.

Moving: Just press the "command" key while dragging the file(s).
Copying: Just press the "option" key (depending on the keyboard layout also labeled "alt") while dragging the file(s).
