If someone sends you a really big e-mail, you might want to leave it on the server or delete it rather than downloading it. first, spammers don't care about bounced messages, your address won't be removed.
second, your smtp server has already accepted the message otherwise it wouldn't be in your POP or IMAP mailbox. thus, a fake bounce does nothing than show that you actually looked at the message.
the only way to combat spam through bouncing messages is at the smtp server level such that a connection request from the spamming smtp server is rejected WHILE IT ATTEMPTS TO TRANSFER. Anything else is too late.
