It spawns a kiosk (I assume it's webkit) that allows you to easily switch between several accounts (I put in three, and it seemed to work fine).
The kiosk allows you to poke through your various google things (like reader, sites, docs) which can be helpful if you want to browse a different account than whichever one you have loaded up in Chrome/Safari/whatever.
A dropdown on that kiosk allows you to switch between accounts.
With some work, he could build a more intuitive system.
My 4 star value rating is based on the price of "Free" (as in beer) which I paid.
Contrasting this to Google Notifier for Mac I would note that GN4M handles only a single account, and uses the default browser to open pages.
