there was something like the same App Named NUFile.
But this is better. I love the Idea and use this every Day...
So thanks to develop it further...
I can highly recommend this APP to everyone

I can only answer for myself, but since I wrote Neu, the answer may be relevant :)
I often find that I want to create a text document in a folder (or on the desktop), to enter some text into quickly.
I don't particularly want to have to think about what the file is called, or what application to use to make it (I've got lots of text editors), and I don't want to have to launch the application (which might not be in my dock).
In a nutshell, that's what Neu is for. It can do other clever things (like substituting today's date into the new file), but the main point is just a quick & easy way to make a new file.

It's like an annotation tool for a folder of documents.
Let's say I have a folder of images and I want to add some text info about what, where, who, how tall, whatever. I want to stick in that folder a plain text file with that info. Then I know it will be searchable by Spotlight.
It's a standard feature in Windows.
Without it I have to decide which application to launch, find the application, write the comments and then (the most time consuming part) save by navigating back to the sub/sub/sub/folder my comments are about.

With Quicksilver (still works in Lion) or Alfred, one keystroke brings up the application you need. For example Control + B brings up Bean in a new document. This works not only in the Finder, but in anything.
