In spite of it running when it shouldn't have, it didn't do anything to iMovie. The city list did not change to reflect the cities that I tried to add through City List Builder. Its feature to add cities would be nice if I could have gotten it to work.
I do think it is missing a few search fields, for example state and county. I live near Philadelphia PA and there are two Springfield's nearby, one in Delaware county and one in Montgomery county. Also, I know there are myriad number of Springfield's throughout the US. Without those extra search fields it is not possible to get accurate results. Which is why when I searched for Springfield I got the city in Missouri and not the one I was looking for in PA.
Regarding the problem you mention, I could not reproduce it. Could you please try again while running the Console application and tell me if an error message appears? Did you have to authenticate to use CityListBuilder?

In spite of that City List Builder gives me a success message after clicking on the "Update iMovie 09" button. Yet the cities are not available in iMovie.
To answer your second question, yes I do have to authenticate to use City List Builder as I am running from a standard user account. Since you mentioned it I decided to log into my admin account and try from there. I received the following error message upon starting City List Builder:
"Cannot write temp file inside the application bundle. You are probably running the application on a locked volume. Please quit the application and move it to your Applications folder. Then relaunch CityListBuilder."
I am running it from my applications folder so I don't know what the problem could be.
