WebIconCM is a contextual menu item for adding "shortcut icons" to web location files.
A web location file is created in the Finder when you drag URLs from your browser to a folder. A shortcut icon is the icon you see displayed in the location field of your web browser.
WebIconCM is very easy to use:
Control-click on a selection of web location files in the Finder and select "Add Shortcut Icons." After processing is complete the files will have the corresponding shortcut icons instead of the generic icons

I like the idea. I always like custom icons to identify files or folders, but the icons created by this CM plugin are just way too small. It's almost useless. I won't use it until it's fixed.
