Mini vMac Full Edition... I took the popular classic emulator and set it up for Mac (Universal). It includes System 1.1 with Finder 1.1 to System 7.0.1 with Finder 7.0.
Requirements
PPC / Intel, MC OS X 10.3.9 or later.
Nobody "squealed" - the guy is hosting this from his home connection (note the gotdns domain name - those are generally only used for dynamic connections, or home ISP connections).
If you wanted to use this, you could have easily downloaded Mini vMac at any point in the last decade, along with software necessary. I've had Ancient Art of War and Dark Castle up in it for quite some time now.
If you need a more modern Mac (for instance, a Classic replacement), try SheepShaver.

If this *does* include copies of Apple System Software (especially 7) then I really doubt it's legal. I don't recall them putting any of that into the public domain.
Even though Apple makes the OS freely available on their website there is a "do not distribute" restriction. The OS is not in the public domain; it is merely free.
This does not even address the question of the system ROM files, which are absolutely not free to redistribute. I don't know if the ROMs are packaged in this archive because so far I've been unable to download it, but I assume that something called the "Mini vMac Full Edition" would contain the ROMs. If so, this package will almost certainly be gone within a few days.
