You could just go to Terminal and type

say (Enter what you want to say)

You can change the voice in System Prefrences > Speech > System Voice

It does what it says, and does it well. It's interface isn't the best, but it does do its job. One actual issue is the fact that you can't change the voice and it doesn't pick up on your system preference voice settings.

I have an iBook G3 800 MHz running 10.4.11.
