IconCreator allows any picture on your machine be turned into an Icon, at the click of a button. It also includes instructions on how to enforce your Icon.
When I launch IconCreator, it presents a small window titled "Get Specific Finder Items" with two columns, "Name" and "Path". No items appear in either column. There is a "+" and "-" sign at the lower left of the small window and a "Cancel" and "Continue" button. The only menu at the top bar is "IconCreator" and when I click on that, there is no drop list. If I click the "Continue" button, the small window disappears and an even smaller window appears called "Scale Images". It allows a choice between "To Size (pixels)" and "By Percentage". The default is 480px and 100%. Again, the buttons are "Cancel" and "Continue", so I click "Continue. The very small window disappears and is replaced by a small window that says "You have successfully created an icon using IconCreator which can be located on your desktop." I keep my desktop very sparse, so it's easy to see no icon is there and if there were, I would be very curious to see what it is, as I didn't get a chance to select any picture from which to make an icon.

The ReadMe PDF says "All you have to do is open IconCreator and select any picture from your computer, IconCreator will create your icon and neatly place it on your desktop." It is probably quite intuitive for the developer but not for anyone else.
I fed the leopard version a 512 px png and it created a 512 px png file on the desktop with the icon at that size, but it failed to create the other sizes (128, 48, 32,16).
so it essentially did what candybar already does.
img2icns actually created the smaller sizes as well, btw.

I gave IconCreator 2.0 a simple jpeg image. It said it created an icon on the desktop. It didn't. Tried it twice. No joy.
