I never quite have a need for the QOS thing but I think the idea is very good behind that.
Last update seems a long time ago. I am still considering purchasing.

first, I'm a 10.4.6 user and Carrafix still works for me!
i test this little tool, seems works fine, but will be great some kind of "aqua-bar" or "meter" to show us their work (like CarraFix).
A great implementation are UDP's protocols...
Will be a "rock" application!

Ignorant sure...
QoS does indeed stand for Quality of Service and is available on many routers...
But as to his question yes Microsoft does provide that as a service in Windows XP (maybe 2000 pro as well). Which mind you is total crap but yes Microsoft does have their own variant..
