Port Peg is a utility that will open a PDF, display its pages, and allow you to convert any page you wish to a JPEG image.

I tried this and the poor quality of the images makes them unusable.

I tried exporting png and tiff files and the size was pointlessly small. How come you can control the thumbnail size but not the actual image size?!

I just use a screen capture utility to make wonderful jpeg files from pdf. This method may take a little longer but it works.

I agree about Preview. I didn't realize that Preview exports to jpeg until I had difficulty with Port Peg working with a particular file and I went back to preview and discovered "Export". I guess one benifit might be that it can convert an entire folder.

One could just write an Applescript for Preview to do this...

Sure does. With the pdf photo you want as a jpeg open click Preview's Menu "File > Export" and save as a jpeg. For free.
