Can't wait for Tiger? Want to start developing Dashboard widgets now? Get started quickly and easily with the Dashboard Widget Xcode Template.

Installation - To install the template, create a new folder called "Dashboard" in the /Library/Application Support/Apple/Developer Tools/Project Templates/ folder and drop the "Dashboard Widget" template there.

The template includes all the basic components for new widgets (except a Default.png file) and will automatically adjust the embedded parameters to match the widget name you provide.
Requirements
PPC, Mac OS X 10.3 or later with Xcode 1.2 or later.

Xcode has pretty good HTML syntax colouring and is somewhat of an obvious place to build Widgets since they can include Cocoa plug-ins.

Using Xcode might be overkill for some people, but it's a nice easy way to get started writing Widgets without having to use third-party developer tools.

Try'em out in Safari.
Works perfect.

Also make the background transparent to simulate the dashboard effect even more.

So, for those of us without Tiger builds, how are we supposed to test if the widgets work? :P

With Safari 1.3.

Enable the Debug menu, select "Use Transparent Window" then open the widget.
