JIRA is currently at version 4 instead of 3.8, and prices are as low as $10 instead of $1200.
Regarding the software itself, I'm using it for project management with positive results. Support is great, and their prices for Starter Licenses are amazing.
Configuration was a bit of a pain, and the learning curve is steep particularly for more advanced features.
