HotService is a Cocoa input manager bundle, and all shortcuts of services are available right after launching Cocoa applications. Up to Mac OS X 10.3.9, you have to pull down the application menu at least once before it's possible to use shortcuts of services. In addition, HotService moves the services menu up to the main menu bar (behind the windows menu) to make it easier to reach the services.
What's New
Version 2.3:
NEW: Universal binary for Intel and PowerPC Macs
Improved: Title of services menu isn't a bullet anymore
Fixed: Fix for Adobe Acrobat 8
Requirements
PPC / Intel, Mac OS X 10.3.9 or later
As noted on Devon Technologies web site, "HotService does not work any more on Mac OS X 10.5 and higher as Mac OS X 10.5 disables all Input Managers."

Why doesn't this work with the Finder?

Because the Finder isn't a cocoa app. No services will work with the Finder.

Uh.... Services DO work in the Finder

I think what he means is that Cocoa Input Managers don't work in Carbon apps. Carbon apps can certainly add hooks for services, as Finder does, though they don't get them automatically.
